Minutes of the Meeting of Tuesday -
November 4, 2003
1. Call to order
President Ed
Henry (County of Marin), called the meeting to order at
12:03 P.M. at Olive Garden, Rohnert Park
2. Self Introductions
President Henry welcomed
Twenty-one attendees and called for self-introductions.
3. Approval of Minutes
Minutes were posted at
the website with corrections (www.reicbo.org) and e-mailed. M/s/Passed to accept
the minutes as posted.
4. Officers and Committee Reports
a. Treasurer
Daryl Phillips (The Phillips Group) reported that the balance of the checking
account is $10,576.89 and the balance of the CD is $11,437.42, the total of the
two accounts is $22,014.31.
b. Secretary
No report.
c. Vice President
No report.
d. President
Ed Henry (Marin County) reported that he spoke with Tom Carlton and at the
present time there are no immediate needs, Ed will check back with Tom later.
e. Executive Committee
No report.
f. Education Committee
No report.
g. Code Development Committee
No report.
h. ICC Liaison
Dave Martinez (City Santa
Rosa) reported on the ABM in Nashville that ICC has created new regions,
California has been put into a region with Nevada, & Hawaii. Dave reported on
the President's breakfast and the schedule of the meeting. Dave said that ICC is
more staff oriented rather than membership oriented. Next years meeting will be
in Salt Lake City and will be a Codes Forum. The next Code Development Hearings
will be in February 2005.
Larry Jones (City of Santa Rosa) passed out a letter from Patti Habel from ICC.
i. CALBO Liaison
Dave Martinez reported that CALBO is going to have a coordinating meeting in
Sacramento. The State architect's office is studying the differences between
NFPA 5000 and the ICC and how access will be affected.
Ron Bergeson from HCD stated that they were still reviewing the NFPA 5000 and
are waiting for Arnold to take over as Governor. Ron next passed around some
handouts on lead paint.

that he would get back to everyone before next meeting.

Nominations Committee
Larry Jones reported that
the committee has put together the following list of officers for the
nomination:

Mike Enright, Treasurer
Doug Williams, Secretary
5. Correspondence and Announcements
Larry Jones passed around a letter from Jim Tidwell, ICC that deals with Urban-Wildland
Code Interface.
Ed reported that he had one letter on establishing the ICC regional districts Ed
will talk to the executive committee and report back
6. Program
Peter Bruck (City of Rohnert Park introduced Marc
Richmond from Austin Energy. Marc is working with the City of Santa Rosa on a
"Green Building" program. More information about green building at:
www.affordablegreenbuilding.org.
7. Old Business
Guy Bachelis announced that he has left the Habitat for Humanity Sonoma County
Organization.

9. Legislative News
Dave Martinez reported on AB 1035, which involves fees.
10.
Code Issues
Steve Jensen asked about mobilehomes and
requiring firesprinklers in mobilehomes that are not located in a mobilehome
park. Ron will check on this question and report back.
