Minutes of the Meeting of Tuesday -
May 10, 2005
1. Call to order
President Daryl Phillips (The Phillips Group) called the meeting to order at
12:12 P.M. at the Cattlemen's Restaurant in Petaluma.
2. Self Introductions
Vice President Williams welcomed the 21 attendees
and called for self-introductions.
3. Approval of Minutes
Minutes for the April 5, 2005, meeting were posted
at the web site www.reaco.org and e-mailed.
M/S/Passed to accept the minutes as posted.
4. Officers and Committee Reports
a. Treasurer
DeWayne Starnes (County of Sonoma) – Reported the balances for the checking
account as $6,422.68 and for the CD as $11,643.18.
b. Secretary
Michael Enright (City of Santa Rosa) – Received correspondence from ICC
requesting an annual report.
c. Vice President
Doug Williams (Rincon Valley Fire) – Did not attend meeting.
d. President
Daryl Phillips (The Phillips Group) – Talked about the potential for a fee
review committee. So far there has been little interest in forming / being a
member of the committee.
e. Executive Committee
Did not meet. No report
f. Education Committee
Did not meet. Ed Henry, County of Marin, talked about the potential upcoming ADA
training seminar. Options are to have two ½ day sessions or one full day
session. The estimated cost of the training is $100 per person and likely to
occur late September or early October. Proposed training location is Petaluma
area. Consensus was to have two ½ day sessions instead of a full day session.
Training would be offered twice so agencies could maximize the number of people
attending without shutting down normal services. More information will be
provided at future REACO meetings.
Joe Willer, City of American Canyon, asked if CALBO would be providing any other
2005 Energy Code training classes. No one was aware of any upcoming local
classes.
Glenn Schainblatt, City of Sebastopol, mentioned that IEAI may be offering
additional training opportunities.
g. Code Coordination Committee
Did not meet. Sal Lucido researched and found out that Rohnert Park was the
only local agency that adopted the amendments to the structural design sections
of the CBC. Rohnert Park added a reference to a newer steel design reference.
Sal announced that the State will be proposing new structural provisions
intended to replace FEMA 350.
h. ICC Liaison
No report.
i. CALBO Liaison
No report.

Location Committee
The June meeting will be
at the Cotati Fire Station. There will be a presentation by the State Fire
Marshal. The July meeting will include a presentation from the State Architect's
Board. The August meeting will include a presentation about the 2004 Electrical
Code.

Donations Committee
The Jewish Center in Cotati sent a letter
thanking REACO for their donation.
5. Correspondence and Announcements
No additional correspondence.
Sal Lucido said that he had attended a meeting of a local structural engineer
group. The topic of the meeting included discussion about a retaining wall
design program. It seems that the software program includes design assumptions
that may be less conservative than desired by the soils engineers. Sal Lucido
will forward the information to Larry Jones so that it can be posted on the
REACO website.
6. Legislative News
Glenn Schainblatt asked about the proposed
changes to CBC Chapter 11A concerning multi-level dwellings ("townhomes"). The
emergency standards are proposed to go into effect on July 1, 2005. { Check out

New Business
Santa Rosa is recruiting for a Plan Check Engineer
or Building Plans Checker. The final filing date is May 13, 2005. Santa Rosa
will have an upcoming recruitment for a Building Inspector
Phillips Group is recruiting for a Plan Checker.
